As always, understand there could be issues with getting access to the coding, but simply from an "idea" POV after putting many hours into running around Kyrat. The following three jumped right out at me ...
cut down on the max. throwables items. The vanilla default of 15 grenades is down right silly for example;
cut down the max. length of the non-med syringes. I actually think it would be fine to remove them completely. That would mean no plant crafting, and I suspect that it isn't even possible to remove those skill points and it runs up again those who wish to have 100% completion when they play any version of any game;
return the m79 as a sidearm while still requiring it not to be purchased in the store; It's a balancing issue given only two main weapon slots, and all other "launcher type" weapons must be utilized from one of those two slots.
