So I was going to answer Peter's question about this via pm and thought I may as well put this up publicly so everyone can benefit.
At the time of this writing (end of 2015) Fallout 4 has just recently been released and the creation kit is not due out for several months so modding is very much in it's infancy and limited.
Besides doing texture swaps and the like there's really only one tool I recommend:
Grab the latest build of TES5Edit with Fallout 4 support from here: www.nexusmods.com/fallout4/mods/2737/
After downloading and extracting you will need to rename TES5Edit.exe to FO4Edit.exe and then you can load any .esp / .esm files etc.
This will allow you (for now) to make limited changes to various values of things in the game.
One should use caution when ADDING new records whole cloth or when working with records where lots of information is listed as "unknown" since these things are likely to cause issues with the currrent game. The largest issue (the bogey man of the Bethesda engine) is save game corruption. Some early Skyrim mods many of which were made with a different tool (TES SNIP) caused save games to be corrupted silently after many hours of play ruining the game for people who used even one mod made like this. So it's very important that we use caution when making or playing with games which use .esp files until the creation kit comes out (which will allow the toolmakers to identify all the various records and subrecords in the game)
Hell even the base vanilla game is rather buggy at this point and I'm sure we will see both official and unofficial bug fixes coming soon.
If you want/need to extract the .ba2 files which contain textures, sounds, animations and so forth you can use this tool: www.nexusmods.com/fallout4/mods/78/?
At the moment it's extremely safe to do texture swaps and the like. You simply alter the texture or sound file or what have you and place it in the appropriate path under data.
Hope this helps. I'm no expert, but this should get you started. Using these tools and looking at mods previously made for Skyrim, Fallout 3 and Fallout 3 New Vegas should get you headed in the right direction for changing the game more to your liking.
Of course advance scripting like adding survival elements (hunger/thirst/etc) or adding new player homes, new quests and so on are pretty much out of the question at the moment. We'll need the real creation kit to add completely new elements.
Still you can do quite a lot with what is currently available. Good luck out there in the Wastelands
