Binhex for it (well float32) will be 00006041, but I only see one instance of 00006041 under heavy ammo level 4 so that's weird...
You are sure it's a flat 14 each time the bag is upgraded?
I really feel this the grenade launcher ammo: <field hash="5CDB3219" type="BinHex">5A000000</field> // int32 for 90
but the four values are: <field hash="1D775834" type="BinHex">0000C040</field> // float32 for 6 <field hash="1D775834" type="BinHex">0000C040</field> // float32 for 6 <field hash="1D775834" type="BinHex">00004041</field> // float32 for 12 <field hash="1D775834" type="BinHex">00006041</field> // float32 for 14
So it looks like it goes 6 + 6 + 12 + 14
Unless... maybe something is wrong in the nomad file under another entry. I vaguely remember trying to adjust the ammo pouches before and accidentally increasing GL ammo... maybe something I (or you) have adjusted in the ammo bags is also increasing GL ammo.
An easy test is to adjust those four I listed above to be 100: <field hash="1D775834" type="Float32">100</field>
If you have hundreds of GL ammo then those are the base values. You just have to adjust them accordingly to get the proper amounts you want to limit the player too.

Ok, GL ammo is some crazy stuff.
The fields you posted are correct, but there is some crazy math in it.
If I put all values to 4 I will get 50 total.
If I put all values to 0 i will get 20 total.
Since I was not able to find the value that defines the base load (20 at level 0) I have to live with that. There must also be some hidden multiplier, else 4x4 would not amount to 30 (20+30 = 50).
Line 143190: <field hash="1D775834" type="Float32">0</field> // C040 is GL with 1 TOTAL 33 with 4 its 50
Line 143264: <field hash="1D775834" type="Float32">0</field> // C040 is GL with 1 = 30
Line 143338: <field hash="1D775834" type="Float32">0</field> // 4041 is GL with 1 = 27
Line 143412: <field hash="1D775834" type="Float32">0</field> // 6041 is GL with 1 = 27 float 32 with 0 = 23
For my own I am happy with 20 GL ammo at Tier 0 to 4. Maybe someone else will find a real solution.

For those of you interested, this is my annotated CEF2050... for anyone who wants to redefine bags and pouches etc.. To use it in the game it has to be run through dunia ConvertBinaryObject, the _converted has to be cut off and the resulting FCB file has to be copied into __UNKNOWN/GAME All annotations can be found by searching for // Important: Notepad++ has a function "Search all in active file" that will show all the fields at once. Its very handy to get an overview.

You can`t change that value but there is a trick.
Example: Set 1 sambar skin as recipe for crafting the tier 2 bag, so you can do it during the tutorial, choose a NEGATIVE size for Tier 2, e.g. -20, so you can reduce the size. I did this with ammo in my Nightmare Mod.

Does this work with the editor? I reduced the ammopouch for each one, but I dont see any change.

I think the editor values are in another location... seems as though it uses different files since there are editor designated loadouts. hmmm
