I've got enough time with my new build to bring this up --
Why wasn't this the survivor mode upon release ..... IIRC, the only difference between Very Hard and original Survivor was the rate of health healing. The damage ratings were the same, right?
Having already gone thru three previous builds, with levels over 60 reached, starting a new character isn't even close to the same challenge as the first two, let alone the third. The difference being of course the mechanics of the new survivor mode. Can you imagine the challenge with this mode if it had been in-effect the very first time you exited the vault, and really hadn't built a "proper" special character to handle what we see as new in survivor mode?
Does anyone else wonder if perhaps Beth rushed the original FO4 release before they finished this upgrade? After all, all those bottles that you come across, you don't need that much glass (that I'm aware of).
Just throwing something out that struck me as I start to level up for this fourth time.

Well, there was no reason for Beth to speed the release, 6 month before release it wasn`t even known that they were working on FO4. On the other hand, I think they underestimated the players craving for difficulty, so the new suvival mode is some kind of concession. After all its not much more than the hardcore mode of FONV.

But we don't know the internal workings of Beth related to what became the release date and coding efforts, to produce a "finished" product by mid-Nov.
but in any case ...
Starting to see already some mods with some tweaks to balance/re-balance/change survivor effects.
