Gave it a go, and very easily got 12 - priority being those with 10 required kills or less; especially those which were loud. Spawning NPCs gave you the common in-game weapons - AR-CL, shotgun, MAC-11. Of interest was as you gained perk numbers there was a slight increase in spawning NPCs. At first single "angels" you could whack any way you pleased. Spawning basically took place in the north part, and spawning deer to the south. So simply worked both ends, using the gun shop guy on the pair to swap out appropriate weapon(s). Did no FT, so a continuous game play engagement. Also a good number of spawning civilians/resistance NPCs provided leads to locations.
Finished up the initial game time by venturing off to the east & west a short distance in order to get two perk magazines plus some easy additional hunting perks (turkeys for example). Also decided to rescue three civilians for those perks, thus accumulated a small amount of RP in both regions. So stopped for the night with 24 perks having returned to Dutch.
So far only purchase was a reflective sight for the compound bow.
If you simply enjoy trying different techniques - got a death from above kill when a NPC didn't know how to climb the rocks near the outlook tower for example - plus discovering where all the plants are located, it's not a bad way to spend a bit of early game time, prior to heading out for a serious prepper stash run.
"The NUKE, are you crazy?" "Oh relax, it's got a very small yield. Just enough ..."
