I assume the weapons which will show up are based on the specific game purchased by whoever builds any mod.
Case in point. The Sandman Signature .45 showed up, to be purchased. That weapon is not in the basic game purchase package.
Also, not showing up is the AJM9. At least not yet. Should it later?
The Sandman also created the first shop crash. Purchased it, used it. Swapped it out later for a picked up standard .45. Could not swap the Sandman back into the sidearm slot. The screen freezes right after the current weapon drops down into the middle of the weapons wheel and nothing shows up to replace it. This issue I assume has more to do with the Sandman actually being available when it shouldn't based on which specific game structure I purchased from Ubisoft.

Others had problems with the Sandman, too, but I could not replicate the problem, yet.
The shop has a variable
ecoUnlockFromShopItem="0"
where you can define the item that has to be owned before the new one is displayed. I put the AJM after the .44. You still do not have to pay for it, but have to buy some guns before you can get it.

I should have updated my post earlier - the AJM9 did show up after a few more sidearm purchases.
Regarding the Sandman - in the vanilla game, do you have it? If so, I assume it would be tough to replicate the issue since it's a weapon that comes with your standard version of the game. Have the Season pass for example?
I never had the Sandman in the game version I purchased. In theory I should not even see it available (along with the other special game purchased weapons Ubisoft added).

Ok, that makes sense, maybe some relevant files are missing. I would recommend to get the season pass when its in the bargain bin next time. So this kind of problem will not arise again.

It's not really a problem. If there was no Sandman popping up I would have taken the .45 and added the attachments until the AJM9 came along.
I brought this up simply as a way to show that not everyone who purchased FC4 will have exactly the same weapons as the ones a modder might have. The opposite is most likely true, if I made a mod, and made it available I doubt you would see any of the special weapons available since it would not be in my shop file.
Just another example of the mess Ubisoft has made of things when it comes to modding.

Here's an update to the issue of specific purchased game-only weapons; i.e., the Sandman in this case. In the weapons wheel my game thinks I am carrying the plain 1911, when in fact it is the Sandman. So somehow the game allows me to purchase and equip the Sandman, but at some point it turns the assumed weapon to be the 1911. I suspect this takes place the first time I exit the game, then reload it, after purchasing and equipping the Sandman.
I bet the same situation would take place with the Signature Driller PKM. It most likely would be re-classified as the plain PKM.
