I assume it would be fairly simple to take one or two of the existing low-value caps/hats and do the following:
remove any attached bonus;
make it available from game vendors on a regular basis, priced for a few caps;
give it a permanent selection of colors of, say, red, blue, white.

everyone looks basically the same based on the clothing available in the commonwealth (I do give my settlers some extra protection from looted gear) and I really don't know who are the settlers, and who are the raiders. I assume you are suppose to use VATS (but that completely breaks the immersion).
In addition I do have my defenses set at the recommended levels, but assume if I were to, say, double that standard, there would not be raider attacks. Yet here's something which has popped up since establishing supply routes - the providers can come under attack as they approach the settlement if I happen to be there. I use mostly turrets so that helps greatly, since stupid NPCs are programmed to rush directly to the threat versus using any flanking via ranged cover tactics. All that being stated ...
I'd like to give my settlers a piece of simple head gear of color for IFF purposes, if needed.
