Hit Progression Service definitely deals with damage in some fashion since it contains stims, effects and flevels. I'm not sure precisely what it's function is, but it appears it might be related to phsyics based impacts based on the template names it contains:

I would assume (psst that's just a fancy word for "guess") that a character thrown or rammed would take damage based off this section, but more study of it probably necessary.
